Well 90 is quite pricy. Have you made sure you have cleaned all the crud? The valve seats for the floats get dirty and prevent sealing. Or it could be the tip of the needle, the rubber could be worn. OR if you have the crappy all metal tips, it will never seal.
It IS a lot of work initially BUT if you learn it, then you will know it. It gets harder and harder to find people the will work on these bikes.
IF you decide to have him do the work, remember, it will probably cost 400-500$. That is why I somewhat strongly suggest learning it.
As for syncing, no it does not need to be done every year. That is hooey really, to be somewhat blunt.
Unless you remove the slides, it is rarely needed more than every 3 or 4 years.
The ride IS the adventure. The destination is just to get gas!
