1982 Honda cb 750 sc firing problems?

First post here and I'm lost on this bike. It acts like it's running out of fuel, took off the carbs cleaned them replaced the jets. New ignition pack new plugs and wires lots of fresh gas. New battery, fresh oil, new fuel line and fuel filter, I'm at a complete loss!

Is it running out of fuel? Are the spark plugs wet? If you loosen the float bowel drain screws does gas come out?
