74 CB 750 oil and carb question

I just imported my old CB 750 to Taiwan from Canada. The cost of shipping and taxes were nearly as much as I paid for this bike. I must have rocks in my head! Nevertheless- she's my baby. I rode her daily back home and made a trip from Montreal to North Dakota just three years ago. It runs well. Not perfect, but well.

Couple of things:

Now, I'm not sure if I can get SAE 30 oil (the original prescribed oil) here is Taiwan. They only started allowing heavier bike imports a few years ago and most bike here are newer varieties.

What oil can I safely substitute if necessary?  

And, like I said I had run the bike regularly while in Canada, but it has been sitting for a few years. My dad had been starting it ever month of so and says it started and ran fine. When shipping the bike here he had to drain the gas and oil. I had him only drain the oil tank and not the crank case. As for the gas he drained the tank, but says he left gas in the carbs as I instructed.

I fired it up when it was finally delivered here in Taiwan and the carbs were very "sticky." It is as though the throttle cable is stuck but I actually see that it is the carbs that are doing this (from what I can tell). After I got the throttle moving freely, I took it out for a little run and the throttle kept sticking open. I'd shut it down and work the throttle a bit. After I primed the carbs the sticking ended momentarily while not running, but would do this again when started.  I'm concerned they have dried out and may be damaged. Is it possibly the gas?    

Anyone who has any ideas of what might be causing the carbs to stick (and an oil fix) would be really appreciated. What can I do about this? Is there a solution? I thought with some running time they would "loosen up" to normal or is this wishful thinking?
