75 CB750F Carb Question

Hello Gang!

I pulled the carbs off of my 75 CB750F last weekend and cleaned them and was surprised to notice one of the carbs (I believe it was the number 4 carb furthest to the right when sitting on the bike) was missing a pressed in brass fitting in one of the fuel bowl vents in the roof of the carb.  Is this supposed to be like this,  or did this piece fall out sometime over the years and get lost by a previous owner?  I don't see any references to one of the carbs not having this piece in any of my manuals..  It doesn't seem like this piece would easily fall out on its own and I saw no signs of it being forced out of its hole.

I will have to go look at a set of carbs to be sure, but I think that one should be sealed/closed. These carbs vent through the overflow tubes, and through each other, best I have been able to tell.
