CB750 Engine E2543537 - Layshaft Cover

Hi there, first post so bare with me.

Rebuilding engine bought on eBay with new bearings etc. Build went ok until trying to secure Layshaft Cover on L/H side. The cover will not go all the way home and is about 2mm proud. If I try to tighten the screws a bit more it binds the Layshaft and I can not turn the gearbox with the final gear. Fitted a new bearing in the cover and it is a couple of mm proud also but I think it is as far in as it will go!

Any pointers please.
