CB750K, 1977 Model - Plastic Carb Part/Shim?

I've been reading and lurking for a while as an unregistered user, and recently came across something on my project that I'm uncertain of.

I'm in the process of cleaning and rebuilding the carburetors.  Everything has been as expected, except the plastic washer/bushing/shim as shown in the two photos... it's a mystery me where it goes.

When I disassembled the carb package, I carefully laid everything out in sequence, and took photos as I went.  This little white part dropped out of nowhere when I started working on the #2 carb.  I suspect it's a shim that fits over the throttle lifter shaft and probably is a separator of some kind.  It's the perfect size to go over the lifter shaft.

However, even after referring to my photos, studying the linkage for what seems like hours and looking at different parts diagrams, I haven't determined where this goes exactly.

Guidance on this would be appreciated...

Yes that is where it goes. If you download the factory service manual from the link at the top of the home page here, you will find a diagram of the carbs in it.
