Camshaft Holder Bolts - WTF?

Finally getting my engine back together after doing rings & valves. All is going OK until putting the cams back in. The bolts in the camshaft holders are shearing off well below spec. The manual says 16-19 ft-lbs and they're shearing well below 10. One even sheared the first quarter turn of the wrench after finger tight.

There's nothing in the manual about these things being single shot so the only thing I can think of is that they were over torqued by one of the PO's and weakened.

Any thoughts?

A 6mm bolt ONLY TORQUES TO 7 ft lbs! I do not know why they would have 16-19 in the manual. I myself never use any thing larger then a 1/4" drive ratchet to tighten 6mm bolts, and then just torque them to feel, and don't bother with a torque wrench. If you are worried about them coming loose, put some loctite on them.

AAAARRRRRGH! I hate it when I do stupid $#!+ like this. I misread the manual. the 16-19 is for the cam sprocket bolts. Right underneath is the holder torque of 9-12. DANG!
