Carburetor idle mixture screw questions

I discovered that some of the roundtops have solid tipped idle mixture screws and so
e have holes drilled sideways in the tip. What is the difference and how do you tune them? I'm assuming they would not tune the same.

It was an attempt to prevent the owner from richening the mixture.
Fill in the hole and the mixture will be fully adjustable.
