Certain parts not fully being on causing leaks?

I took apart my carbs recently to clean and learn about them. Thinking that was the issue for my bike not starting up, I made my life harder (since I'm a complete noob)

Turns out I just needed to replace my spark plugs...

Anyways, I believe everything carb-wise is connected properly. I tested out the throttle cables and the linkage seems responsive as well as the choke.

I successfully connected the carbs to the engine and the chamber, however I did not put the clamps fully on in case I'd have to go back and adjust the carbs a little more. I also did not put the filter in.

I put the tank back on and have been trying to start the bike....no luck There's gas leaking down towards where the oil filter is located.

Would not having the clamps fully on the carbs and chambers along w/ the filter cause gas to leak? Or is there a bigger picture that I'm missing? I was reading somewhere else that my carbs could be out of sync? Could that also be it?

You have several problems going on there and you are not even close on the diagnosis. The carbs leaking gas could be the floats being out of adjustment, or bad. It could also be defective, or dirty needle valves and seats. Or it could be a bad float bowel gasket, or fuel line. Also it could be a fuel transfer tube O-ring bad, or even a damaged float bowel.
And for the clamps not being tight, the engine will not run correctly with a vacuum leak. Especially a MAJOR vacuum leak that would occur when the clamps on the rubber boots between the carbs and head are not tight.

From what I researched and remember, while cleaning the carb needle, it was free of gunk, and none of the float bowls seem to be defective from my knowledge. I did manage tighten the clamps recently as well.

I put gas in my tank and tried starting the bike yesterday...It took over 50 times to get the gas running through the carbs again. Now I'm at a point where I'm able to get the bike running for 5 seconds w/ the choke open, then it cuts off. However the rev does not go passed 3k rpm and I have to keep the throttle twisted.

Also I noticed this leak 10 minutes after trying to run the bike. It looks like its coming from carbs...
