Just tried starting fluid in each dead cylinder and both did fire. It wont provide its own fuel until around 3000 rpm

I think my floats arent letting enough fuel into the cylinders. I used a clear tube from the drain nipple and bent it up. Fuel gets a little less then halfway up the bowl. Luckily i have a few extra floats i could try. Ive also read that the felt washers in the carbs for the throttle shafts could leak vacume and i dont remember seeing them in my rebuilds.

You definitely have a problem with your pilot circuit. I doubt that felt washers or the lack of them are causing a vacuum leak that would cause this problem. Felt washers on throttle shafts are only there to keep dirt out. There is no way felt is going to seal well enough to prevent a vacuum leak. The fuel level could cause a problem if it is not covering the end of the jet.

*sigh that's what I'm thinking as well. When i spray carb clean through the pilot jet were should it be coming from? The small orifice in the carb throat ( not the one with the needle valve) and the secondary jet? If i blow compressed air into the jet what would be to much pressure?

If you spray carb clean through any of the other pilot jets, where does it come out? I would assume 2000 to 3000 psi of air pressure might be too much. I doubt you have an air compressor capable of more than 175 psi.

Lol im not concerned with blowing up the body of the carb. Just dont wanna tear the air cutoff diaphragm. Although if i keep having carb issues then im not opposed to pumping hydraulic fluid through the s.o.b
 

  If i spray in the pilot some comes out the secondary jet and some through the nipple in the throat and some through a hole at the top of the venturi

Well i think i got her now. The fuel mixture screws were missing washers and o rings in those 2 cylinders. I wonder who forgot to put those back in.....

Once again thank you for your help tools. This forum has helped me take an old bike with no charging system, ruined carbs, almost non existent compression and make it into something i can be proud of

That is the problem, your carbs are confused as to which way they are supposed to send the fuel. I am not really familiar with these carbs, but I would suppose that they might have a complicated circuit. However that would be in how the circuit is feed, and there should only be one point of exit into the airstream.
