Front wheel Pamping shim questions

Hello! nice place you have here!

I recently bought a 1982 Nighthawk 750 someone had been trying to make into a bobber. He had hard tailed it (too low I found out) and had been stripping everything off the front that he possibly could. Including the front brakes. I also have an 82 650 Nighthawk I was thinking about stealing the front end off of to get all the stuff back where it belongs on the 750 but I want to use the aluminum wheel off the 750, and that is where i have hit my snag. it seems there is something listed as a Pamping Shim and the only place I have been able to find any for sale is here http://www.cmsnl.com/honda-cb750sc-nighthawk-750-1982-usa_model1021/shim-pamping_45128445630/  And while the price of the part isn't bad the cost of shipping is atrocious. So I was wondering if this would be something I could make out of some Gasket material or something similar. Anyone here had any experience with these?

What does that piece do? I does just look like it's made out of gasket material. I'm not sure what that part is,but I wouldn't be afraid to use gasket material if it was me.

I have no idea it's purpose. reduce vibration of rotors? provide some give when torquing on the rotors?

I was wondering if it was to reduce vibration of the rotors myself. I know the early bikes don't run that kind of spacer and they are pretty notorious for brake squeal. I'm going to make a set of these spacers and see if they help! Man,I hope they do...
