General power problems...help

I have a 1974 cb 750, all the power is lost and it sounds different and it smells gassy.  It back fires and sputters when idling.  I dunno if it's the points? or carbs? either way what is the best way to determine the problem?

Well when was the last time a tune up was done? You could have a series of small things causing the problem. Start with the tune up procedure in the manual. Get your points and timing reset, replace points if needed. Set cam chain tension. Check valve lash. Pull of the carbs and remove the bowls and unscrew the jets and clean them. For now, do not remove anything else from the carbs. Make sure set check the float height.
If your air  filter is old or dirty, get a new one.
Check your spark plugs. If old, replace them. D8EA is the NGK plug #.
Snip 1/4 inch off the plug wires and screw the boots back on. OH, before putting the boots back on, use a volt meter set to ohms and test the resistance. Put a probe in each end. Should be about 5000 ohms.
The ride IS the adventure. The destination is just to get gas!
