Handle bar switch question (metal notch on the bottom)

Has anyone changed their handle bars and had to drill a notch for the throttle control and turn signal lights control?  Is not yet having the notch drillled the reason my throttle is acting stiff since I put it on the new bars?

A notch should not be needed. If you got new bars, they may be stretching the cable or causing the routing to change and thus, making the throttle stiff. Try disconnecting the push(throttle close)cable. That one seems shorter than the pull cable.
The ride IS the adventure. The destination is just to get gas!
