Help with a charging problem!

Hi,
I have a 1980 Honda cb750f supersport that won't charge the battery. I have replaced the stator, rotor, brushes, regulator/rectifier and it has a new battery. I also checked all the connections I could and even ran a double ground. Does anyone have any other ideas what it can be?  Does this bike have IC iginitors? One bike shop told me to check the gel on the back for melting. Any help would be much appreciated.

How many rpm's are you running while checking the charging?

Over 3000 rpms ..ok also I just yanked the OKI MPS-200 igniters and both bottoms are melted and goeey. Can this be anything to do with it not charging? Is there a way to test these if so. They are about a buck twenty five each and have spent nuff replacing uneeded parts already.
