High revs after warm up

After replacing  new carb insulators  and rechecking  for leaks it still revs to 3000 rpm after a few miles of riding. I noticed on another set of carbs there  is a plastic "T".between  carb 2 and 3.  The carbs that are on my bike has a piece of clear tube between  the  2  and 3 carbs with no vent hose. Could this cause the revs to go up?
Can't wait to get this bike finished so I can start another one Just to drive my wife nuts.

I am nit sure which carbs you are talking about, but if the float bowels were not venting, the engine would most likely starve for fuel and die.

Is this on the top or bottom of the carb rack? If its the top this may be for the vacuum assist or SOS, if it is and its capped off this is a good thing.
It's only illegal if you get caught.

Tools,  the arbs that has the  plastic  "T" are on  a set of  carbs that I  bought  off Ebay. They are from  a 1979 cb750L, the same as I have on my bike. When  I disabled the  carb from  Ebay  I noticed  it had the plastic  T between  no.2&3 carbs and on my carb have that has the clear tube between  2 & 3 which  I don't  think it's  factory.
Can't wait to get this bike finished so I can start another one Just to drive my wife nuts.

It's  next to the fule tubes.

I am not that familiar with the CV carbs used on the DOHC engines to really answer questions about them.
