Well since you can usually pick one up for less than $1000 and a motor costs $400+ Tools is about right.
The were making a big deal about the frame only having 1 mile on it, but that really doesn't matter, still a 40 y/o bike. Wires have degraded, connections as well.
It's only illegal if you get caught.
