Actually, PayPal is great, for the buyer. As a buyer, I have
45 days to file a complaint,
not 21. PayPal has spotted me money, numerous times, on orders, typically up to around $80: they paid the vendor immediately, and PayPal waited for the money to transfer out of my bank account, to them -- the vendor shipped my products the next day, even though PayPal did not get my money from my bank for another 4-5 days!
I got burned by a seller who took my money, and then disappeared off of e-Bay. Would not answer my e-mails, would not respond to anyone, on anything. I filed a non-delivery complaint with PayPal, and waited. They refunded me my money, and I moved on. The seller opened a new e-Bay account a week later, and tried to sell stuff again, but he was gone a month later when I looked him up again, to see if he was still in business. The only reason I know this, is because I kept looking for the same product, and he offered it, again, under his new e-Bay account ID (guy loved to show photo's of himself in his product ads on e-Bay: him looking at the camera with attitude plus, on a chopper, with some scantily clad lady on his arm -- could not help but recognize him, in spite of the seller name change).
PayPal is wholly owned by e-Bay. e-Bay changed their business model a year, or more, ago, trying to move away from flea market sales by mom and pop's, towards businesses who are more professional, and market masses of products. They really don't care about their flea market sellers much. You are experiencing this first-hand. Thanks for sharing.
I haven't sold on e-Bay for several years. Been a regular buyer, but not a seller. Been planning on posting some stuff soon, so this is helpful to know before I get into it (I normally do not read the EULA's -- too long, too much legalise for my simple brain to comprehend).
For security reasons, the best thing to do with PayPal, is to open a single account, in a different bank than you normally do business with. This isolates your bank account from PayPal, who might otherwise indirectly reach into your other bank accounts, if they need to recover funds from you... My Credit Union will pull from my other accounts, if they have money in them, to cover an overage from any one of my accounts. I signed the contract allowing them to do so. Fore-warned is for-armed.
