.260" = 6.6mm. Both are a long way from 4.5mm.
I really doubt a .250" valve stem will go into a 4.5mm hole. I think I would find another machinist. Also if you are reaming valve guides, I am assuming you are replacing them with new ones that need to be reamed to size, so why not go to Cycle-X and get the correct guides that do not need to be reamed?
