Rear brake won't grip after replacing chain

I just replaced the chain on my 1970 Honda CB750. After putting the wheel back and the new chain on I'm having a problem with my rear brake gripping. I put everything back togather as it came off. I removed the brake pedal to replace the clutch cable as well. I've lined the dots up on the pedal. When I have full tension on the brake the wheel still spins. Does anyone know what I may have done wrong or could help me trouble shoot the problem. Thanks.

IF you haven't done so already, please download the Factory Service Manual for your bike from the home page of our happy little forum.  It could be something as simple as adjusting the rear brake.

I venture to gues it is adjustment.
Over the years your original chain stretched and then adjusted. When you put a new chain on it is usually shorter. This in turn makes you move the rear wheel further into the swingarm, closer to the engine. That action makes the rear brake rod too slack. There is a thumb screw (#12) on that rod where it passes through the arm at the rear hub. There is a spring on the front side (11), the arm and pivot (7 & 9), then the thumbscrew. You probably need to tighten the thumb screw and take up the slack from moving the rear wheel forward.
 But he's right, you need to download the service manual and look at the adjustments section.
