What gear are you running in at that speed?
For that rpm, your idle jets are the primary fuel providers. I would run it like that and let it complain and moan for a bit. Then shut it off and pull out the plugs. See what color they are. This will let you know if things are rich or lean.
I will assume you have CV carbs and as such, check the butterfly flaps. Those are your throttle control. I used a wire for cleaning idle jets to set the gap on my CV carbs. That gap check is the "bench" sync for CV carbs. If there are differences in the gap, I would even it out for the time being.
I would also check the diaphragms to make sure there are no cracks in them that would affect the vacuum.
