The cable with only one jam nut is the return cable. This one just mounts into the bracket with the jam nut tightening against the bracket holding it on. The other is the pull cable. In this case the bracket goes between the two jam nuts. This way you can adjust some of the slack out of the cable by moving the jam nuts on the adjuster. After roughly adjusting the cable at the carb, you fine tune it at the throttle housing. You just want to feel a little slack when you twist the throttle. Yours sounds like you have it too tight. If there is not any slack the cables will be binding the throttle control tube.
