VIN DECODE for an old CM91

Just picked up an old CM91.  Can I get some help on finding out what year it is and what the numbers mean?
Frame stamped-CM91A136276, nothing on the steering head.  This is a 2 rear sprocket model.

I just noticed some numbers under the silver sticker, any ideas?  Should I remove this sticker or does it have any antique value, patina, nostalgia?

Decoding the VIV. Lets see, it is a CM91A. The "13" would mean that it was made in the third year of production for this model (68-69)  and it is the 6276 one produced that year. I doubt the sticker would mean anything to the value of the bike. It needs a lot of work and it might be worth $1500 - $2000 restored.
