This is common on DOHC Honda engines. Clean it out, and put on a new gasket.

The only thing I can figure is condensation causes it, but you never know what electricity will do to things.

This time of year, with the temperature swings, is real bad about creating condensation like that. The other day I went in to the garage and my bike was soaking wet all over. That could be why.

The crankcase breather system usually does a reasonable job of drawing off condensation. See the FSM for details. If it has been changed by removing the factory air box, that can lead to increased condensation. If the bike still has a stock setup, don't forget to regularly remove the drain plug on the drain tube from the airbox to get rid of the water.

That particular portion of the engine does not see full oil circulation like the rest of the engine sees. It's more of a residual area that does drain back to the crankcase eventually,but it will be more prone to this than any other area. Good eye bud.
