I agree with Rerun, but I'd consider those pressures to be a minimum.
I read somewhere to run your bike down the highway for 10 minutes and then check your tire pressure. If you've gained more than 2 pounds of pressure that's supposed to indicate extra heat due to under inflation. 1-2 pounds should be optimal.
No, tubes won't affect the pressure you need to run. Running low pressure is a really good way to pinch a tube and create a leak. If you notice you are constantly losing air you may have pinched a tube already.
When I had Shinko 712's on my '76F (110 front, 120 rear) I ran 36 front and 34 rear. Worked OK for me,but every tire/bike/rider's weight will need something a little different. But too much air is always better than too little. Just don't exceed the max pressure listed on your sidewall.
