Well the springer shouldnt be too hard to find. You can find metric springers out there. In the manuals area is a list of japanese bike stem sizes. Find a springer for whatever bike and then use that list to find the stem and go from there.

New will cost a lot.

There is also a good write-up on testing the charge system in that section, too.

Cycle-X, and Cycle-one are who you want to talk to about a springer front end. I think both of them have neck cups, and bearings to adapt the Honda neck to a Harley neck (every springer I have ever seen has a Harley neck.)

There are actually quite a few places to get springers it seems.

If you can't go the springer route............pull the springs out of the forks.......
measure them, they will be somewhere like 22 to 23 inches...............lay them
down on a concrete floor..........take a big ass cold chisel and put it between
the spaces that are almost closed shut at the end of the springs...............
hit with a 2 lb hammer rather smartly............this will open up one side of the spring just a bit....
turn the spring over, do the same thing there, spreading the spring open a bit...............
work your way down keeping an eye as not to deform the spring..........too much on one side
and it will go crooked, and won't fit in the tube.............do this till the spring is maybe an
inch or so longer, go back and check the original measurement.........new 20 weight oil
and forget the air if you go long enough..............just be careful........too long
and getting the cap bolt  back on is a real hassle.

as far as the charging, check the rotor and stator behind the sidecover...........specs
for that stuff is all over this place....

Why not just cut a spacer out of PVC tube, and put it on top of the spring?

I thought about that, a spacer, but was a bit concerned that might squish
the spring too tight, instead of the fork bottoming at the end of the tube,
it might bottom with the spring.

I know one thing, mine were so sacked out, if all the air leaked, which it did at first,
the bike would almost keel over on the right when on the sidestand.

This last time, almost went too far, was maybe 1,5 or 2 inches of spring sticking out
with the forks extended all the way.  Had a hard time getting the caps back on,
but now the bike sit's like it's new.

Man, come on spring..................

Truck
Drill the rear fender and install turn signals there. easyer than messing with the frame and looks better.
It's only illegal if you get caught.

If at first you don't succeed, use more lighter fluid
