Terminology? The nut sould not be attached to the hub in any way.... Are you trying to remove the axle shaft from the center of the wheel hub or remove the nut from the end of the axle shaft?
If you have the nut (16) off and are trying to remove the axle (1) from the hub (3), Can you remove the first spacer (2) ? If so, the axle passes through another steel spacer sleeve (5) between the wheel bearings (20), if moisture finds it's way past the seals, the axle can rust tight into that spacer sleeve.
Try putting the nut back on the axle to protect the threads and keep from mushrooming the end, Then drive it out with a hammer.Try to use a Brass mallet or drift if you have one. Once it breaks loose you can take the nut off and pull the axle the rest of the way out. You will most likely need new wheel bearings from the same moisture, and new seals, maybe even a new nut if it gets distorted too bad. But that should protect your axle shaft and allow you to remove it.
