my cb is leaking gas I found the problem but HELP

OK first off, I dont know many of the names of the pieces in my carbs. I have a honda 750 4. Its a 1981 bike. My neighbor who is a motorcycle mechanic rebuilt my carbs and as of today, im pretty confident it was done correctly. However, starting from the left carb being what I call the first carb, its the second carb that is leaking gas out of the overflow drain. When I turn the gas to the ON position, it just flows right out of there. So today I took the covers off the bottom of the inner carbs and both carbs function correctly when I hold the floats up and turn the gas on...no gas enters the carbs like its suppose to. So now im thinking huh, weird!


So this is the problem I think. When I take the cover off the carb that leaks, there is no pin looking thing in the overflow at the bottom of the inside cover. On the 3rd carb which is working just fine...I took the cover off and theres a little pin thing blocking the overflow at the bottom of the cover.  Is this right? Im assuming not. With nothing in the over flow the gas literally just drains out due to gravity. Do I need a new cover? Can I buy that pin thing or? HELP

Shitty of him to take my money and not finish but I did break the cardinal rule...DONT PAY UNTIL ITS FINISHED!!! Thanks guys, I really hope someone can help me locate what I need.

One last thing, I did replace all 4 needles as well..which the old ones were probably ok but the new ones are definately a lil stronger on the spring thing on the needle.

You are missing a drain screw! It will leak no matter what at anytime the gas is turned on. That guy should still have the screw but if not, you probably need to stop at the dealer and get one.
The ride IS the adventure. The destination is just to get gas!

Also, make sure you have attached the gas line to the correct "nipple" on the top of the carbs.    On those carbs, it's easy to mistake the air vent for the incoming gas line.  When I bought my 80K several years ago....the guy I bought it from couldn't figure out why the carbs leaked either....it was just this simple.
