There is a whole chapter on the charging system in the FSM for your bike. It's on the home page of our forum, in the Manuals section. Download it (it's FREE!).
At idle, the charging system is not supplying enough voltage/current to charge the system. It only does so if the engine is running over ~2200 rpm. This is by design. You should be able to rev the bike up to about 5K rpm, and see the regulator keep the voltage from going higher than 14.5 volts at that RPM.
