I do not know where you got the idea that the 73 was "toned down" They had 69 hp just like the 69, 70, 71, and 72.
Pod air filters can increase, and decrease performance. Although they all seem to be the same there are differences in them. Mostly in the type of filter material in them. Then there is the jetting. Often you will need to re-jet the carburetor. Properly jetted a good set of pods can increase HP, but it is a lot of work for the slight increase. If I were going to the trouble of re-jetting a carb. I would also install a high performance exhaust at the same time.
