so I am looking at buying a 81 cb650 that has no carbs and was wondering if I can put my other carbs from my cb750 on it?

While I'm not an expert, since the '76's used an entirely different carbs than later years, I'm leaning on no. Older bikes used a keyhole carb, and newer (79-83) 750's (so the 650 MIGHT be different) used a CV carb.

To be 100%, you can look up the part number of the carb itself on bikebandit and compare to the other bike.
Turbos, Hondas, 4-bangers, what could go wrong?

They might work.  I did a quick google and found a discussion on a cb650 forum: http://www.hondacb650.com/viewtopic.php?f=4&t=628

You'll probably have more luck asking there.
