should these be there?

every single valve both intake and exhaust have these grooves in them. did they come like this for any reason or is this wear on them? they are the same in the same spot on all the rest.

That looks like rust pits to me. You could probably polish them a little to prevent them from scratching the guides, but they might use oil. Will it affect the valve seal where the area is?

I thought rust too but the lines are too perfect. They almost look like they are on purpose.

Are they grooves or is that buildup?  That looks like where the valves seals meet with the valve.  If your valve seals were in bad shape (mine sure were when I pulled them) then you might have a bad buildup from oil blowing past the valve seal.

its a groove not build up. the seals did in fact look rough so i am replacing them for sure. I may just try and use a little more rpm on the Dremel and go over them again invade it was infact buildup and I'm just thinking it's not

If it's not rust pitting it could be acid etching from being stored for a long period of time with nasty oil in it. Either way, if you remove any material from that stem it's highly likely ( almost a given,actually) that your valves will then be loose in the guides.

i believe it may be buildup because when i slight a valve seal on the shaft its nice and tight to that spot then it is rough (as if there is buildup on the shaft) in just that spot. usually if it was cut into the shaft then it would simply slide over it and maybe just catch on the lip if the cut was big enough.
