I bought an 1982 CB750K earlier this year, and before I bought it, the previous owner had recently had the carbs synched. Well after a couple rides I noticed the same thing you mentioned, the backfiring when idleing at 3000 and downshifting. I've since changed the oil and that has stopped. I don't know if it's coincidence or what but, maybe you'd want to give that a shot before tearing apart your carbs.
