Well I think you will be looking at some cash here. Spokes are going to be 100 easy. Given the difficulty finding spokes for the 78, I will be spending that soon too.
I too wish there were a cheap place for rims My rear is a bit chewed up from past botched tire changes before I got it.

From some looking, unless you find a used rim, they seem to be $700+.

You might try checking some of the chinese places like www.comstarsh.com
You have to email them but it might be an option.
I'll keep exercising some search-fu and see if I find anything else.
