Could be either one. It could also be the pin that the float bowl pivots on. Turn your petcock on and when the fuel starts coming out, tap the float bowl with a screwdriver and see if it stops. If it does, then it is probably the float bowl sticking. If not then there might be something wrong with the needle or seat.
