funny question!??

now im sure its been done before but i just want to check... im ganna be getting ready to start stripping my bike a little and i was wondering if is safe to cut of the passenger pegs (not just the pegs but the tubing that connects to the main frame) and patch the wholes,,, structually would it effect the bikes frame strentgh?!!!
