1979 with no compression

I picked up a 1979 750. It appears the valves are stuck open. the bike has been off the road since 1986. When the cam is at it's lowest point there is a gap between the cam and the lifter. Is there a fix without removing the head? Is this common? Thanks in advance to all who try to help.
