ignition advance mechanism question.

Hey gang I has a problem. I'm installing a pamco electronic ignition on my buddies 1974 cb500 4 and when I went to remove the ring around the plate that has the weights on it I couldn't find away to remove the bloody thing! I've removed the springs and c clips from the weights to see if they should come off with the sleeve and no luck. Any ideas I recently did this same thing to my cb750 and no prob the sleeve just fell off with a little weight manipulation. The blasted part giving me trouble is the one the pencil is touching.
