Side cover issue during tear down. PO's suck!

As I posted earlier I am doing a complete engine tear down. On the left side of my bike motor (75 750k) is a circular cover with heat displacement fins on it. Being a curious idiot, I took the 3 screws out holding the cover on. I found under the cover a Honda logo, as if that cover should not have been there. There are no markings on the cover anywhere, save for some worn wax crayon on the inside like it came from a bone yard. My issue is that the 3 holes that were drilled into the motor have rtv silicone all over them, and when I went to put the cover back on, my screws dont bite into anything. Its as if the PO drilled holes, filled them with silicone and just shoved screws in before the rtv cured. I have found pics of other bikes that do not have these heat fins on the lower end. I guess I dont have a question. I am just pissed. Who would drill holes into the motor? Why do people do this crap? Another reason why idiots should not own motorcycles. I guess the stupid thing goes back on. I'm not having JB Weld showing.
