When the points are closed. there should not be any reading at the coils. they should be absorbing the charge, so if you are getting a reading with them closed. It would mean they are not making contact. Another thing that might seem far fetched would be engine ground. Both the coils, and engine should have a good ground.
When you say the plugs were covered in gas, did you try checking, for spark with new dry plugs?
