Isnt that the axle adjuster you tighten the drive chain with?? The piece hanging you up?   I would think that has to be removable     I think that looks like a dust cap     have you try prying (gently) it off to see if there is an axle nut under that chrome cap?    Just my 2 cents   probably way over priced
