That is not a chrome cap. That is the axle.

That axle bolt and nut needs to come out before you can remove
the brake backing plate from the hub.

You have your hand over the nut on the end of the axle.
Once you remove the nut then your axle will slide right out.

You ARE a cityslicker! LOL
Oh well we all have to learn.
