Not entirely sure what I was doing wrong while testing the voltage, here's a pic of my actually testing it:
To be honest though, it doesn't really matter. I went out and got myself a proper volt meter and charger. The battery was giving 12.8v, but was at 30% charge. I set up the charger until it was at 80% and was able to start it. I then confirmed that the charging system on the bike was feeding charge back to the battery while the engine was running too!
