From the sound of it you will need someone to make your header and possibly the intake between that, pistons, turbo, ect. I think you will be pressed to keep it around the 1k mark.

I did a quick search for forged pistons and they mostly come in big bore kits (not sure if yours is stock or big bore if stock you have to get it bored) they varied upper $400 range. I didn't see any that were lower compression that you would need so some machining on them may be in order.  

If I were in your situation I would wait until your budget was a bit more and could do this project justice.
