Not sure by looking at your picture,but is that an A/C voltage only meter?I didnt see a setting for D/C voltage.That could be it!
   I cleaned my engine per Tools advice:Easy-off oven cleaner and a pressure washer. I also used a wire wheel on a drill(i didnt come from the factory with elbow grease...i like pnuematic power) and a few cans of spray paint.Nothing cleaner than new paint!!
