Exact same thing happened to me after I got the new rotor, The increased voltage from new rotor took its toll on my weak voltage regulator...I replaced that and ..now charges just fine. There is no way that i know of to test them, its ither bad or good..sorry!!  Here is a link to a good used one for $35...new ones are close to a $100
