If you make a gauge face image in your computer in a program like photoshop, you  can make it a png image which lets you make certain areas transparent. Print out the new face onto some transparent decal paper (adhesive backed) and the transparent areas of the printing will let light shine through. You can also make the ticks colored by overlaying an opacity layer with your choice of color. Stick them on and seal them with a good UV protecting photo sealer. They're available in matte or gloss.
