No offence tools but, my 2 pennies, if he can get/afford new pads for it I would go that route.  Mostly just a safety issue, with some things like tiers and breaks its just not a good idea to skimp there.  I'm sure they would be fine to file down and use, its just up to you if that's something you want to do. Me personally I would only do that in a pinch until new ones could be put on.

Another thing to think about (though Im not sure if this affects stainless rotors) is once a pad is bedded in unevenly like yours, it may cause uneven wear on the rotor.  It can do this on cars and cheap rotors but not sure on these bikes.
