If the carb bowls are not filling quickly and then you have a fuel blockage somewhere.  Check the fuel hose first and be sure it is clear. Next check the inline filter (if you have one). If not that, drain the tank and remove the petcock.  It has a screen that sits up inside the tank..pull it out also as it may be clogged.  Check the the petcock is working and not clogged.  Having done those things and if you still have a problem then you will probably have to pull the carbs...clean them thoroughly...blow compressed air through all the orifices and fuel tubes.  When you attach a fuel source to the carbs fuel intake...the floats should fill very quickly.
