The appears to be a lot of room to haggle on that price. The seller indicates he is willing to trade for all kinds of junk so I think he'll come down from $1400. 10 crisp $100 bills is a big motivator. Go look at it. Make him an offer if you like it. I'd start at $500 and work your way up to the $1000 if you're really willing to pay that much after looking at it.

It looks like it needs side covers and turn signals in addition the the ignition switch and tires that he mentioned.

None of that is a show stopper if you want to restore or customize it. Side covers can be pricey though.
