1979 CB750K wont start

Hello everyone I'm new here and am just about at my wits end with my bike.

It wont start and i'm at a loss of what to do next and would truly appreciated any help you have to offer.

Here is some background:
I got the bike for free from a good friend and it was running when I got it. The inside of the tank was rusted but otherwise it was in good shape. I pulled the engine, took off the head, lapped the valves, and inspected everything else. Everything was in great shape so i put it back together and then rebuilt the carbs.

now its all back together with a new tank but it wont start. It has spark, fuel, and air, and I've re-checked the timing. when it cranks i will occasionally get a fer pops like its trying to fire but it wont turn over and run.

I am not a professional mechanic so its entirely possible that I've missed something and I'll be more then happy to post pictures if that will help.
